ACTUAL AGRICULTURE REFORMS ACTUALLY NEEDED IN INDIA
Suggestion to revive agriculture and farmers, conditions:
India has average holding of 70% farmers less than 5 acres. Average family size can be taken as 5 per holding. Due to nuclear families system and children of a farmer land holdings have become small thus making modern agriculture unattractive
The mechanization , modern techniques and cleaning storage and transportation power of average farmer s practically nil....
SOLUTION:
Farmers should come together and do joint farming of at least 200 acres contiguous plots. For this Govt should make suitable legislation keeping corporate sector out. Big businesses though may help farmers , they tend to exploit small individuals. In pricing , quality disputes, and timing of purchase and payments . They also will tend to hoard the materials and reject crops .This is present suspicion and actual experience of agitating farmers. A law can be formed called Joint Farming Act .In this for 1 year 150- 500 acres range of farms in contiguous land will be put together compulsorily , a manager appointed by owners themselves and a committee of 3 farmers on their own or recommended by Patwari/SDM. This agreement will automatically dissolve after one year .And can be reactivated by signatures of all with desired changes for every next year. It will not transfer ownership or give any lease or tenancy rights to any body whosever he may be. The disputes should be entertained by civil courts as also SDM for faster resolution as per need.
Government should pay crop insurance for all products up to 80 % of value assessed or damaged.
2. Plenty of Storage is needed and quality ascertaining agencies should be appointed with office in each town to examine quality and certify it in simple A and B and unusable grades C.A disputes resolving officer be appointed in each tehsil to resolve and direct any actions to such farmers. Politicians and babus be kept out. Government has to invest in this including for cold storage of adequate capacity in each tehsil to store non cereal crops. For 6 months
3. Private builders can enter grains and pulses storage work at govt fixed storage rates and handling charges which should be subsidized by union government.
4 Create fleet of cold chain through out country to carry perishable items like fruit dairy vegetables and herbs as required. Ex servicemen can be given such to operate Not more than 3 to one serviceman or his own family.
In above matter all governments are failures and superficial work has been done so far. This may need 10 lac crores investment for which world bank loan may also be raised.
5. Fix MSP for all crops and fruit and vegetable that common man eats daily basis. At the same time fix MRP at consumer outlets too ,State wise, keeping in mind incoming transportation costs and handling costs of retailers,/wholesalers. It should be ensured that not more than 20% of total produce in fruit and vegetables in country go bad, Green houses should be promoted on large scale with drip irrigation for alternative crops and horticulture
6. Corporates be allowed to make only purchase agreement and provide assistance financial or technical and be bound to take 70% produce mandatorily and pay 100% at time of picking up material. Picking should be within 15 days of notifying by such joint farming IN charge.
7. Corporates should not be allowed to deal with farming and leasing land of farmers that are less than 100 acres in name of one person. Corporates be allowed to develop arid or semi arid land available in country to increase cultivation land area.
8. Government should invest heavily in irrigation systems to ensure availability of adequate water as per local crop patterns and electricity for at least 12 hrs a day at fixed price of Rs 2 per unit up to 3000 units per month, for 9 months a year subject to actual farming being done and output achieved.
Government job is not to make such acts which are now under dispute today (Dec 2020). It is bad and motivated.
9. Remove all taxes on agriculture mandi . State and center should jointly buy at least 20% of total produce of every farmer in msp crops mandatorily. This should be sold through PDS stores and fair price shops and apna bazars like drugs in CM /PM yojna.
10 Govt should fix MSP and MRP for all crops including fruit and vegetable and make these legal and mandatory with huge penalty and jail term for middlemen and companies.
11. In each town one, and in class A cities at least 10 farmers markets areas with open booths be made so farmers can send their produce to directly sell to consumers with MRP stipulation on price.
We should not forget that India is left with just 1000 sq yds fertile land par capita which is dangerously low. We should ban land use conversion for commercial purposes (except for state promoted residential complexes and training and health institutions only)
Acquire hundreds of acres of vacant or poorly used land with big companies , universities ,institutes including of companies like Infosys Reliance SEEPZ etc and so many and allot them to youth at low prices so they become farmers.
The list of suggestions is very long since agriculture is huge field with complexities and varieties. But above common policy issues should ensure growth and financial improvement of small farmers.
Agriculture Pricing Commission and National Dairy Development Board should be given more powers and be more active now. To ensure latest technology be used wherever possible, prices for farmers and consumers both are calculated and capped on yearly basis
